passed second and third readings to-day without division. Three Chinese members of the Council spoke. Tenor of their comments was to the effect that necessity for the bill was regretted but that they had no hesitation in supporting it. Hope was expressed that the Bill would be sympathetically and efficiently administered, over which they would keep close watch.

Specific comment centred in question of fees for entry of documents. Senior Chinese member asked for general reduction. Reduction of some 50% in two items was proposed and Chinese members accepted schedule with this amendment.

No opposition is apparent here and it seems possible that objection by Chinese Goverment is based on misconception. Can true grounds of Chungking opposition be explored.
